I reason that this question is actually asked what qualification did experience of labor organizer and former head bring to Grayson (while people in other position is impossible to abtain this qualification)? Therefore, it is very hard for me to chose between C and E.  How do you think about this question? thanks.

that's completely out of the passage and from the reader's own judgment.
