如果这么理解就不难看出B是在削弱。

但是如果理解成：由于此规定而导致打猎季节提前结束的情况已经有好多年了。那么B就成为了一个support。

究竟B中的since应该怎么理解呢，我搜索了一下，以下引自百度知道，B中的since，应该属于第二种用法：

如果是这样翻译的话，我觉得应该是“It has not been many years since...”吧。。。

 

没有一个否定词，尽管led to表示从动作结束后开始算，也实在翻译不出“未”这个否定词吧。

 

这道题争议太大，大家不要花太多时间在上面了～一战的时候就看讨论看得晕乎乎，泪花花啊……

我的理解:
狩猎季(hunting season)有一个schedule的时间段,比如说从10月1日到11月1日().这个restriction是如果估计狩猎的snow geese的数量达到5%.就提前终止hunting season.
B中的scheduled date指scheduled的狩猎季结束时间.
B的意思是restriction导致狩猎季在sheduled的结束时间前结束已经是很多年前的事了.
其实就是说restriction已经名存实亡,换句话来说就是:在shedule的时间段狩猎的snow geese已经达不到5%了.这样即使取消restriction,snow geese的数量也不会比有restriction时有更多的减少. WEAKEN

B选项意思是：过去几年，打猎季节比预想的要结束地早（scheduled date指总数下降5％且打猎季节结束的日子）。说明在有了这个限制的情况，捕杀数量没有达到上限，即使取消，对扩大白鹅捕杀数量意义不大，从而削弱结论
