原文要解释的是"H认为grazing land held in common会被过度使用,而实际情况和这正好相反".

D是对的.D说了如果过度使用的话,那么使用的费用就会超出利润. ---> 所以人们就不会过度使用grazing land held in common.

ABE是无关项.C解释的是H的观点.都是不对的.
