doesn't mean at least some would

Sorry, I just reread the sentences.

"Not all would" is different from "all would not", which means none would.

Did you miss a "not" in the first bold area?  Shouldn't it be "at least some would not ... as they otherwise would have"?

Neither bold As seem right to me. 

Summary:
at least some would not = not all would
wrong conclusions: all would, none would, some would

不正确的： 每人都会，都不会, 没有人会， 有些人会，
取非： 有些会 = 不是所有人都不会

The negation of "at lease some would not" would be "at least some would" or "not all would not" (which is extremely awkward)
wrong ones: "some would not", "all would not", "all would"

2.对于选项为条件句，将必要条件取非。

3。直接将谓语肯定变否定，或否定变肯定

这样说 答案1  与答案 2 意思 好像一样了。---应该是这样的吧。。
