To superben,I think the most important thing is about the content of the reference letter and how much your referee knows about you and your plans.
I believe both languages are fine.But as per my observation, English version may implicate that you have a working background or contact within foreign company while CEIBS pays some attention to the candidate's international exposure in the evaluation of the admission.I'm not sure whether one actually weighs over the other.But you'd better choose the best fluent language that you can write in and check with the admission office as well.
