about the LSAT registration

About the "Foreign Educated" blank,

if the transcript used in my school is 100 scale,am I foreign educated here?

My English official transcript shows the original grades in 100 scale with an explanation on it (80↑is equal to  A, 70~79 is equal to B.......)

Can I send my transcript to the LSAC to be summarized? or I'd send directly to Law schools?
