umm...個人認為limitation的固定結構是limitation on something. (這題的別一個固定結構是impose something on someone/something) Most states impose limitations on the authority of the legislature. 之後的for borrowing money在修limitation, 意思是limitation在borrowing money方面 一般to是用來表目的. to borrow money沒有可修對象. 如果說修most states, most states不會去borrow money 如果說修limitation, limitation不會去borrow money 如果說修the authority, the authority不會去borrow money 如果說修the legislature, the legislature不會去borrow money
