我倾向选C 在韦氏词典里查到intent 的用法 例句正好如下

1. The intent of the law is to protect consumers.
   
2. He was charged with assault with intent to kill.
   

所以 E应该是with intent to protect

补充一点，Ron说"With the intention of"只能用于人或者人类团体（比如政府，公司），而E这里是limitation。所以选C
