c中limitations intended to protect部分是不是独立成分？省略了be动词is？即limitations （is）intended to protect。
因sb intend sth（1） to do sth（2）。

我觉得答案是C，首先本题有两个关键点：1）authority of legislature 后面应该用to/for，根据牛津高阶里面的解释，用to比较好；2）with the intent of的用法对否，正确的用法应该是with the intent to do sth, with the intention of sth.因而答案应该是C

首先我觉得to do 比for doing要合适，另外我觉得并列的是taxpayers 和 credit 并列
