such correlation应该是指countries with the largest budget deficits would also have the largest trade deficits，所以原文最后一句话的意思是“事实上，当把不同国家的赤字调整到具有可比性后，预算赤字和贸易赤字并不存在这样的关系（预算赤字最大的国家贸易赤字也将最大）”。因此，作者得出结论说：巨大的预算赤字不会导致巨大的贸易赤字。

所以归纳原文可以得出：预算赤字大的国家贸易赤字不一定大，那么如果降低预算赤字的话，贸易赤字也不一定会下降，即C
