ＯＧ－８中有一句话实在看不大明白，包括其中的语法

其中红色部分的结构是怎么一个语法结构，是不是结构不完整？如果完整，那么该怎么理解呢？

In localities（地点状语） [where clerical workers were few in number, （clerical workers ）were scattered in several workplaces, and （clerical workers ）expressed no interest in being organized][定语从句，先行词是localities], unions （主语）more often than not （时常）ignored （谓语）them （宾语）in the pre-1975 period（时间状语）.

意思是，在1975年之前，在clerical workers 人数少，并分散，且clerical workers 对加入工会不干兴趣的地方，工会通常会忽视这些clerical workers 。
