1.subsidy是补贴的意思，划线句的意思就是： ITC收到280个公司的投诉，宣称那些享受外国政府津贴的进口产品损害了他们的利益。

政府想要刺激出口的时候就对出口产品进行补贴。外国出口产品的时候政府补贴企业一些钱，这样这些出口产品价格就比较低，这些低价品买到美国大家都喜欢买，就伤害了本土同类企业的利益。所以ITC制定反倾销政策，对价格过低的进口产品征收关税，保护本土企业。

2.全文第三段是解释，为什么ITC针对外国商品制定的反倾销政策有可能事与愿违，反而不能保护本土企业。

举出例子：比如生产某一产品的美国公司在海外设厂，这些产品如果在从国外生产基地出口到美国的时候，收到了国外政府的补贴，这样这个产品进口到美国的时候就会收到ITC的反倾销政策限制，就必须缴纳更多关税，然后价格就高了，这样这个产品在美国就没有竞争力了。

实际上这个产品是属于美国公司的，只是在海外生产而已。ITC反倾销政策本来想保护美国公司，这么一来反而对美国公司产生不利影响。
