但是我在做该题的时候选了E，是因为我认为E中cost的主语是64 million workdays a year cost the nation...，挺通顺的。

我不理解，为什么要用do，而不能用as they are today.???

你若想are与have been able to平行，这句话若省略就应变成这样：

Never before ... have sb. been able to command such extraordinary fees as they are able to today. 我想be able to是不能省略成be的哦！而老美对这句话的解释

Also, do is needed to complete the verb command: are in B and have in D produce the ungrammatical verb forms are command and have command.

我的理解是be able to因为前后两部分共用被省略，而让用后面的do与前面的command平行。
