If you are in mainland China,probably you will face fierce competition from Chinese who have been in California.Generally speaking,Berkerly ranked higher than UCLA from previous report in US news.
i think people always say that competition is tough due to large number of Chinese people in LA. i think the adcom might have an idea of diversifying the pool of Chinese applicants. so everybody has a fair chance of being admitted.
Frankly speaking, I do not recommend that you apply to either of these schools. The reasons are very clear. But if you stick to your plan and would like to choose one, I recommend U.C.Berkeley, due to the university's reputation.

Haas is definitely a better school in terms of reputation, program, and history. On top of that the easy access to silicon valley makes it even more compelling for those who are pursuing entrepreneurship or high-tech business as their career goal. I personally know a few Andersen graudates and I was not too impressed by their quality before and after MBA. And some of them were not able to get a job months after graudation.

in general, public schools in california are not the best choice (B school @ UM and UVA have been privatized). But the recent policy changes at the state will help the school in the future. If you are interested in working for managment consulting or high tech (aka, Google), then you have to choose Berkeley, because MC hired twice as many people in berkeley since it moved to No.6 in 2005. If you are aiming at Finance, neither school give you a good opportunity. You should try east coast school. If you want marketing, go for Chicago schools.
don't worry about Chinese in California, you are not competing with them because you are not in the same admin pool with them. As a matter of fact, because this false assumptions, it may be easier for Chinese from mainland to get in these schools.
