about deferral

I have a silly question for deferral policy.

Can I ask for the I-20 first then apply visa,if only I fail to get the visa then I can request a deferral? Is that possible? whats the general policy for deferral? Should the request be made before the issuing of I-20 or after?

Don't worry now4u brother, we've seen numerous admission deferral because of the vias issue.
