对B取非not insignificant－－－》insignificant，then it is impossible to pay off the rest of the government debt by using this extra 25% value. hence, it doesn't 支持结论

B stands.

结论是the government can not only pay off that debt but reduce its overall debt as well

For some reason I misread the conclusion as: the government can not only pay off that debt but also erase its overall debt as well.

我第一次做也选D,但xdf蓝皮书上的答案好像是A,如果政府对helium有需要，就不能出售，也有些道理
