OG: Choice B is incorrect because the existence of pests that the spraying is not intended to cntrol does not make the sparying inadvisable.

似乎应该理解为"喷洒不愿去控制的害虫的存在性"或"喷洒没必要去控制的害虫的存在性"。

E答案的事实，并不能使得spraying would not be advisable。

即便是large-scale production facilities do not exist before, 仍然可以advisable spraying.
