答案是E， 但我认为正确答案应该是A

理由如下：

这句话里及没论据且与下面要回答的问题（whether it can be concluded that for a given level of output, Delta’s operation now causes less fossil fuel to be consumed than it did formerly. ）联系并不是很紧密，仅仅是提供了一个问题讨论的大环境，既上下文的联系。而且，正因为是有了这个大的CONTENT，下面才提出了这个问题需要回答。

一般来说对SUPPORT取非应该是WEAKEN那个要回答的问题，但如果对第一句取非，整个题目所赖已存在的基础就都没有了，不但问题问不出来，第二部分提出的SUPPORT也没有了意义。

突然一点想法，大家再讨论！

这道题的CONCLUSION 是指 Delta's operation now causes less fossi fuel to be consumed than it did formely吗？如果是，那么E就是正确答案。我今天作了这套体，也选了A, 但仔细想想，也许是CONCLUSION没有看对， 大家能否讨论一下？多谢
