P2: economist didn’t assess government cartel. The power seems effective. However, it neglect the costs when the industry is agreement over policies. The advantage of government efforts is there is more alternative for raising prices, such as government purchase.

第一段:Economists认为虽然private cartels不容易sustain, government-assisted cartels 有可能存续(观点1)。coercive power 有效,但是有阻碍。solution是 alternative strategies for raising prices。举例说明orange cartel。
