选了E / C，实际是A/C。
第一题，交通事故如果按照天来计算的话，对比晴天，更少的交通事故发生在下雨天。如果累加到月别的话，下雨的月别交通事故数量比不下雨天要高。
问题：为什么会有这个差异？我内心的答案是，因为下雨天比天晴天的数量少，但是答案说的是A，但是A只说明了为什么按天算会少。

第二题，每年造纸用水的消耗量从8M减少到4M，有人说是因为政府的水储备政策实施导致的，但是实际上可能不是这样，那么原因可能是？
A这个用量和单价关系和本题无关；B.技术进步导致水使用减少，相干但是无法体现和政府政策不相干的事实。
C直接需求减少，很有说服力。D,政府政策可能没有有效实施，不会很强的削弱原因。E.其他水的用量替代了这个，这个也是水用量的一部份。
