The rate of any chemical reaction depends on its activation energy, no matter the temperature. In tunneling, the transition can be accomplished from the bottom of one to the bottom of another well without having to rise over the barrier. Author’s hypothesis is base on the tunneling phenomenon., but H and W argued above assumption.
