First paragraph: Introduce what is mortgage interest income tax. It looks good because it encourage homeownership .But it has two flaws: 1）benefit rich people not poor people, because they don't have much income taxes to pay; 2 ) encourage high income earners to but bigger mansions

Second paragraph: The author suggested to cancel this rules, and substitute it for Housing Tax Credit, which suggest that make a uniform standard credit as a tax credit to any family who want to buy a house

1.对富人利好：对高收入人群利好。屌丝没钱买房，这个减税政策和他们就无关。有房产的低收入人群本来个税交的就不多，就从这个政策里也得不到什么好处。但是拥有、购买豪宅的富豪就能从这个政策里省下一大笔钱。
2.这个政策得真实效果是，鼓励富豪去买了更多的大豪宅。

合理的政策是：应该取消这个政策，用房屋税贷款取而代之。这个贷款没有利息，不与收入挂钩，而是直接补偿房贷利息，这样一来，与收入无关，只要买房的人都能享受到政策的好处，而不只是富豪。如此，低收入人群也敢买房了，而且避免了全社会补贴富豪去买大豪宅。
启动穷人买房，或许能帮助国家走出房地产危机，当然，这是下一任总统的事儿了。

3.合理的政策应该来消除税收减免。政府通过HTC仍然可以鼓励购房。这种贷款是成本中性的，取现在扣除额中每个家庭的平均成本，把这个数值作为每一个要买房子的人税额。标准的税额会确保不管家庭收入如何，都会获得相同的激励。这会对穷人产生更大的激励、节约缴税人的钱。此外，这样的政策可以激励低收入家庭购房，帮助解决住房危机。
