我觉得应该是E,如C中所说part of premise,应该至少2个前提吧,而题中的逻辑关系是

A->B;(B->C) consequentlyC,(C->D)so that D,

并不是B and C->D

My choice is C instead. First is a part of the premises for the whole argument, even though it is a conclusion arrived at from its reasoning. The second is an inference, and the main conclusion should be "less emphasis should be placed on mathematical principles".

4. More and more computer programs that provide solutions to mathematical problems in engineering are being produced(我认为这个不论是fact还是作者个人的观点,都可以是first premis), and it is thus increasingly unnecessary for practicing engineers to have a thorough understanding of fundamental mathematical principles(是中间结论,但同时对于整个句子的结论而言,它是第二个premis). Consequently, in training engineers who will work in industry, less emphasis should be placed on mathematical principles, so that space in the engineering curriculum will be available for other important subjects. (第二部分我认为不是结论本身,而是结论成立后可以自然而言推导引申的内容==》 因为不需要太过关注数学的基础理论,因此更多的时间可以用于其它更重要的事物)
The two portions in boldface play which of the following roles? 

(A) The first is the second-premise that the argument includes; the second is the conclusion that could be drawn from this passage. 
(B) The first is the fact that is necessary for this argument; the second is the conclusion that must be drawn from this passage. 
(C) The first is the part of premise that the argument includes; the second is the inference that could be drawn from this passage. 
(D) The first is the part of evidence that supports this argument; the second is the inference that could be drawn from this passage. 
(E) The first is the first conclusion in this argument; the second is the second conclusion in this argument. 

But first time, I choose A. But now, I think something wrong with the second part of the A selection.

The second is obviously an 'inference' instead a conclusion. Personal opinion.

the first serves as internal conclusion, also as another premise for the conclusion of the entire argument;
the second sentense is the inference of author, based on all the information stated above, which includes the first sentense, internal conclusion.
Also, I think both 'inference' and 'conclusion' mean the same, because inference can be one kind of conclusion, just the author infers his/her concluison.
C is my choice.
