求问一句话的理解，more than offset

The decrease in the number of people enrolling for health insurance over the past ten years has been more than offset by the increases in insurance premiums.
这句话为什么翻译过来，是下降的被增加的抵消了，而不是看上去的：下降比增长抵消的还要多？

increases是offset的主体，个人理解是不止是抵消，是保费增幅超过了（买保险的）人口降幅

谢谢啊！句子的确是这个意思，可是为什么increases是offset的主体呢？more than offset by不是“超出被XX抵消的”吗？
