这道题我怎么觉得像是假设题，（也不知道是不是最近假设题作多了的缘故，呵呵）

我的理解如下，政府不应该管理公交系统，因为政府既不能提高车价，也不能降低成本

              应由私人企业管理，因为profit pursued,政府也不需要自己付成本

答案：政府应该保证（不能阻止）收入大于成本，(只有这样才会有profit,这不是问假设马？）

不知道思路错在哪里？

可是我还有点不太明白

1。政府不能提价，也不能降低成本

2。政府不需要拿钱去付成本

答案：政府应保证私人企业的收入能大于成本

作为归纳题，我觉得这中间没有很强的逻辑关系啊

其实我觉得这到有点象假设题,因为答案中全部用的都是虚拟语气,而从句子的意思来看,问题是要求找到由题目中的已知信息可以推知的信息,即没有在题中阐明,但已暗含其中的信息,也即使题目中的结论(应由私人企业接管)成立的必要条件.

这题不是一般的归纳题目,注意题目中已经给出了条件和结论.而不是给出了一组条件,问结论
