我的理解如下,政府不应该管理公交系统,因为政府既不能提高车价,也不能降低成本
应由私人企业管理,因为profit pursued,政府也不需要自己付成本
答案:政府应该保证(不能阻止)收入大于成本,(只有这样才会有profit,这不是问假设马?)
不知道思路错在哪里?
