E选项说明一种可能性，仅仅是可能性：该地区老年人滴年金本来就不够用，哪怕增加了20%还不够用，子女们把缺口补上，缺得多补得多，缺得少补得少，刚好够老人们舒服地生活，因此老人们FINANCIAL情况总体是稳定滴。

D和题目没有关联，因为是ALL-TIME HIGH，没有变化。
