The critics of the one party claim that the President’s recent highway project cancellation demonstrates a vindictive desire to punish legislative districts controlled by opposition parties. They offer as evidence that the fact that 90 percent of the projects cancelled were in such districts. All of the cancelled projects, however, had been identified as wasteful in a report written by respected non-partisan auditor and the scheduled highway projects identified as wasteful in the report were not mostly projects in districts controlled by the President’s party. So the President’s choice was clearly motivated by sound budgetary policy, not partisan politics.

In the argument given, the two portions in boldface play  which of the following roles?

  • A)The first is a claim that the whole argument wants to defend; the second is a circumstance on which that claim is, in part, based.
  • B)The first is a claim that the argument calls into question; the second is an assumption that supports the position taken by the argument.
