选A是因为供不应求 价格上涨吗？

这道题其实是问要不要用extract uranium from seawater 这个方法。是extract from mines or from seawater之间的衡量，C 选项只提到了from seawater的cost。而A选项，如果知道了on land的uranium很快就用完的话，不论cost怎么样都需要from seawater了。不知道这样解释楼主明白吗？
