Aroca City currently funds its public schools through taxes on property. In place of this system, the city plans to introduce a sales tax of three percent on all retail sales in the city. 请问此题答案到底应该是什么?看了一些讨论(http://forum.chasedream.com/dispbbs.asp?BoardID=24&ID=83753,)越看越糊涂。能否请GMAT前辈们分析一下A,D,E三个答案的对错。万分感激。

Personally, I think the answer is A. For E, I think the second part is not correct. For D, I totally don't agree. However, the answer given is "D".

so d is faulty. The argument here is not intended to refute the claim itself, but to point out that though the claim of critics is right at this moment, it cannot sufficiently refute the adoption of the plan.
