在我看来第一个BF就是全文想反驳的，后面基本是反驳的原因，又从何看出来是The first is an observation which the candidate acknowledges的呢？

第一个黑体是事实，政府已经这么干了，第二个是一种主张，是他自己觉得消费者不能预测，不是observation 所以D 不对。

注意B和C选项的描述差别：
B选项：第一个黑体：he is opposed。应该是支持的吧，因为已经说这个plan是欺骗性的了。
