做题时把选项E排除是因为：选项E说 Daytime headlight laws 在美国大陆的效果比其他执行这个laws的国家差，  但是原文最后一句说只有比美国大陆离赤道还远的国家才有这项laws， 这说明美国大陆没有这个laws。  因此我觉得选项E和原文不符合。


看网上讨论说选项E是虚拟语气？ 假设的情况？  我不是特别理解为什么选E ，希望各位大神可以指导一下，谢谢！谢谢！

前半句用would，后半句用了do...你就知道是continental United States 没有这样的laws，后面countries是有这样的laws。况且前面已经说了，下面红色部分

整句意思就是，daytime headlight laws对于防止automobile collisions在continental United States 不会比在有这些laws的那些国家有效


解析：

要求白天使用headlight的laws可以有效防止车辆碰撞...离赤道越远的国家，在白天的能见度就越低。这样的法规在那样的国家会更有效。事实上，只有那些比continental United States 离赤道更远的国家才有这法规。

可以推出啥啊？ 自然是E了
那些国家都离赤道更远，那能见度更低，这样的laws当然应该更有效果些

主要是没有看出选项E是虚拟语气， 就觉得选项E前面句与原文最后一句不符。
