②到底反驳点是什么？（是new law不该实行，还是new law的applicant并没有增加，而是减少；又或者是后面的两个好处的反驳；）我都有点晕了，不知道到底应该反驳哪一个点，给的点太多了（new law该不该实行？还是applicant的多少？还是financial boost？）
