因为顾客为了保险优惠就需要自己装反盗装置，装反盗装置需要钱，这部分钱如果比保险premium的优惠还多，人们就不会装反盗装置，不装反盗装置的话盗窃量就不会降低，P-T也就无法降低payout。C的意思就是说，如果你装了反盗装置，在保险上省下的钱一两年就能cover你这个装置的成本了，所以人们是有动力去装的。
