OG 2018分册的第273题，关于modifier的小问题

最近在整理自己的千行，错误选项想每一个问题都找出来，看A的时候始终想不通为什么OG的解释要说assigned by them是用来形容paychecks的呢？我是想着说，这种comma+participle modifier应该是一个伴随状语啊，主语w为啥不是some governments啊？

求好心人指点一二

如果像楼主说的一样，assigned by them作伴随状语，逻辑主语是some governments，那么此时them就指代不明了，因为在them之前有governments 和 paychecks两个复数主语

而且，通常情况下，逗号加过去分词形式更倾向于就近修饰名词。如有疏漏之处还望各位纠正！

谢谢你的回复，实际上我就是根据them的指代不明排除掉选项A的因为我想的是如果assigned修饰的是主句的主语some governments，那不可能是governments assigned by them（governments or paychecks）,语意上都说不通，所以就排除了这个选项；
