Hey there,
It’s a good question you ask. In general the first rule of thumb is that you want the person who will write the best and the most exciting recommendation. So often that can be your direct boss, but maybe if someone in a higher position loves you and your work, then that can be a great choice as well.
For your second question, actually the answer is usually: neither. It’s better to have two recommenders from supervisors. Clients and partners do not usually make good recommenders.
