贫困率是高是低，其实不太会改变人们原有的的经济行为。。。

个人感觉这和个人的消费习惯有关。。因为有的人就算贫困，政府不增加养老金，他也愿意多花；有的人富裕一点，就算增加养老金，他也克制花费。
