理解为什么选E，比较疑惑D为什么错。看了cder的讨论都是围绕C、D的问题，所以只能发新帖求助。

D取非（有价格管制）的话，meat，grain价格上涨，那么实际消费量不变，那就没必要进口了呀。

但是題目同時也說人們薪水上升（per capita income in Gortland has risen ）
首先 你並不知道價格上漲多少(而且也不見得是上漲, 選項只有說government control);
你也不知道薪水上升多少
在你這兩個都不知道的前提下
你要如何推得實際銷費量不變？

你是如何从价格上涨推测到实际消费量不变地？实际消费量变不变不正是E的讨论内容吗？实际上，你价格涨不涨，因为人们收入高了，并不知道他们会不会买。所以这个讨论点还是回归到肉和米的消费量问题，选E
