关键在于最后一句话：it would be reasonable instead to set standards by taking into account all of the current and future risks involved. --就是说与其去追求特别严格的standards，不如去追究一个最efficient的平衡. 这个最efficient的方法应该对于所有的现在的和将来的风险已知的情况下才能达成. 比如说一片湖水是10级污染，最严格的standard需要用10万的成本可以使得污染降到1级。但是通过评估1，2，3，4...各个级别污染的risk，可以找到一个比较efficient的解决方法，比如花5万的成本使得污染降到3级，3级给湖水带来的risk是可知的.

首先判断这是一道assumption的题目，那么就要找到一个选项可以实现题干中所说的那个efficient的平衡（就是花最小的代价达到一个相对可以得结果）. 其实A, C, D, E太明显的无关了，直接看B. 如果将B 取反：没有方法去衡量不同级别的污染带来的风险，那么就没有办法拿捏到那个最efficient的方法。

这句话真的好难理解 如果有instead在里面 最总觉得是instead of考虑全部污染和risk 应该怎么怎么做
而且文章前面都在说 如果都做 cost会很高，所以感觉最后这句说的instead，reasonable的方式应该是不考虑全部都做 这么理解对吗？？
