题目里说的无论是否进口或是不进口，国内价格都会涨。那么A说的imported就意味着如果出现价格上涨，那么这个国家就要必须为这个上涨的价格买单，与题目中的 reduce the long-term economic违背。

简单说：无论进不进口，都要涨。而你不但进口还常年维持进口，那么会更恶化价格上涨的问题，所以A错。

目标是：尽可能的降低长期的经济影响。
