Compound subjects are always plural because at least two nouns function as the subject.
Torrents of spring meltwater thunder over Seymour Dam's spillways at a reservoir in the Coast Mountains north of Vancouver. Although enough rain and snow fall in the district's three supply watersheds to provide water for almost three times the region's current population, most of it ends up in the ocean due to limited storage. High consumption compounds the problem, creating shortages in summer when demand peaks. To meet the region's growing thirst for water, which has doubled in the last 30 years, the Greater Vancouver Regional District is considering building a bigger dam. It is also urgently looking at ways to solve water quality problems.
