OG 第３６６页的阅读，148题, 原文定位,我找的是 第14-17行. "Although this approach was preferable to victimizing other geographical areas by taking their jobs, it also had its shorcomings......",  我觉得这句话是说这种方法把别的地区的工作抢了, 那不就是"advantage one local workforce at the expense of another" 吗, 这怎么成了这种方法的优点了??  我的理解正好和E 的选项是相反的.

请教各位: passage 2 的方法到底是什么,他的优点又是什么啊, 我好象不太懂.
