C错。C说冰岛很好地使用了无线网。但由于冰岛是一个乡村城市，不能说明无线网在城市的使用好坏。

A说城市地区不会对无线网络的有效运营造成额外的问题。其实我也不喜欢这个选项。首先额外很模糊，是什么的额外看不出来。其次他只是说了无线网在城市effective，不是文中说的practical，这两个还是有差别的。不过，首先和其他选项比较，其次它微弱地肯定了无线网在城市使用的有效性，这里我选择A。
