但是如果能decreasing oil consumption,又何需through conservation呢?

D选项是指通过利用储存的油来降低oil consumption,这个consumption是相对于international oil
market来说，既然用了储存的油，那必然不用进口那么多油，那对于进口油的consumption就降低了，从而减小了international
oil对改国的影响。（这里并不是指该国家对oil的总消耗能力）

conservation是指节约的意思，不是储存！
