Verbal Review 2016 里的题，请大神帮忙解释下！如果能用Herl的方法最好了

题目答案是B，但我误选了D。一开始选了B但看完所有选项被D明显干扰了于是改了答案。。。。。。
请问如果按照Herl的分类这题应该怎么解释呢？

我困惑在方案还是演绎推理，希望也有大神们能出现指点
如果是方案，我的理解，估计很多错，希望和小伙伴讨论：
国家prefer通过统一方式治理废水， 从而达到减少北海环境污染问题，
这个方案不会过渡管控, 因为____
(A) Any uniform controls that are adopted are likely to be implemented without delay
没交代时间条件，所以早完成晚完成和减少污染的关系不能确定，删
(B) any substance to be made subject to controls can actually cause environmental damage
方案的有效性：取非，控制的substance都不会对环境造成污染，那么控制threat的目的并不能达到，控制的都没用的东西。
(C) the countries favoring uniform controls are those generating the largest quantities of effluents
无关方案评估
(D) all of any given pollutant that is to be controlled actually reaches the North Sea at present
我觉得D是最后一个词很贼，目标是控制threat，这个说的是现在正在污染北海
(E) environmental damage already inflicted on the North Sea is reversible
无关方案，甚至是削弱，环境可以恢复，不需要管控，那无论什么control都会是多余的

我也有点困惑，我觉得应该是演绎推理，毕竟argument里面没有给出任何方案，我觉得是要根据上下文自己推理。Herl说对于演绎推理，答案选项可能仅仅通过推理文段中一个句子得出，不一定得从所有句子推出，所以我想这个推理文段的关键句可能是whether or not specific environmental damage could be attributed to a particular source of effluent？

最近关于北海环境威胁的conference上，大部分参与国都同意对于对污水统一控制，无论specific的环境危害是否能归因于于某一种污水。（所以有可能管控所有的污水？无论是否能造成环境危害？）为了避免过度管控，必须：
A. 任何采取的统一控制都不能delay （与argument无关）
B. 任何被控制的材料都事实上一定能导致环境污染
C. 国家喜欢统一控制那些污水排放最大量的（没提到）
D. 所有被控制的pollutant现在都会到达北海（我觉得可能是不是这样意味着，只管控了能排放到北海的污水，虽然不是过度管控，但是属于一个极端例子，管控过少？不符合参与国favor的结论？）
E. 北海以及造成的环境危害无法修复（与未来管控没关系）
