作者提供的答案是B， 但是我怎么看B像是在加强呢？

文章说Although snow geese are a popular quarry for hunters in the southern regions where they winter, the hunting season ends if and when hunting has reduced the population by five percent。就是说如果SG数量很多很多， 本来规定的期限是5天， 现在由于三天使其降低了5％，所以就不能打了。

如果取消了以后，则虽然降低了5％， 还能再打，就有可能降低10％， 15％， 那么SG数量不是大大下降了？？？？岂不是加强？？？

怎么看像选D， 因为有其他地方栖息， 你打一个地方不够的。数量不会骤减

关键是现在完成时的理解，B说，导致hunting season 结束的限制已经很久没发挥作用了，也就是说，不具备if and when hunting has reduced the population by five percent的条件，可是，为什么最近突然增加了呢（recent sharp increases ），可能有别的原因，导致了snow geese增加。所以，dropping this restriction would allow the other species to recover.不一定成立，削弱结论。

这句话的意思直译不就是，从导致snow geese 狩猎季节提前结束的限制（发挥作用）到现在，已经很多年了（好绕口，led to 是谓语，MM在自己理解一下）。换句话说，这个限制实际上已经很多年没发挥作用了（不是没有限制，而是没有实现的条件）。可是，为什么最近会突然增加呢？（另外，请MM注意，B中的现在完成时，可以理解为直到现在，都不具备限制实施的条件，而recently可以理解为是在现在之前的）。

所以，很可能是别的什么原因导致了增加。

脑细胞死掉好多好多总算想明白了。

that省略了，后面的部分都是限定修饰restriction的。意思是这一规定出台到现在很多年过去了。（即：在这么多年里这一规定从来没派上用场。正如howard gg 所述！）

啥规定呢？就是打SG打掉5%就不能再打了，提前结束狩猎期的规定。

至于为什么没派上用场，偶们就不知道了，可能是因为这东东很难打，刚打到4%，狩猎期限就到了等等的原因。总之5%从来没到过，所以现在就算取消这个5%（也就是说 〉5%，想打多少打多少）也没用，反正连5%也到不了，更大的数字就更到不了了。因此这东东还是那么逍遥自在，那么多，其他鸟就活不了了，所是削弱。

是否有什么用，也是不该忽视的。

推理过程大概是：

因为这个restriction没有真正发挥作用（不具备条件），所以，废除不废除这个限制是没有什么意义的。因为，这个限制的存在并没有能阻止snow geese的sharp increase.而sharp increases in the population of snow geese是造成Some species of Arctic birds受到威胁的原因，所以，可以推出
dropping this restriction would allow the other species to recover.

是值得怀疑的。（至此，解题可以结束了）

当然，如果不嫌烦，还可继续推理，可能是别的原因造成了snow geese的sharp increase，所以，废除这个restriction没有意义。

howard gg 误解我的意思了，其实偶想表达的意思和你一样的，也就是说这个restriction 的存在没有起到作用，所以说就算dropping 的话也没用，所以是undermines.
