我也想问下"even before the new information came to light” 如何知道agency有可能估计错误。

题目中说，review revealed 1. agency对于5年后的projection understimate 2. estimate prvious year very accurately. 可这两个信息都是new information revealed 呀。before the new information 是怎么知道的推测不正确的呢？

难道是因为第六年的时候， 发现自己5年前预测的数字和第六年估计的前一年的数字不一样就开始怀疑5年预测不对了？（那也有可能是对于前一年的估计不准确吧）
