要找原因解释为什么在考虑了通货膨胀因素后，许多老人在实际已经拿到比以前更多的退休金的情况下，经济状况反而不如以前了呢？当然一个可能的原因是，老人的经济状况不仅决定于他的退休金，可能还有子女给的钱什么的。

如果原文中是指对所有65以上的老人的补助增加20%，那D是否也有可能呢？但是我觉得D不好的一点是elderly R below the poverty level不一定就是elderly above 65。

如果E能够表明elderly的生活来源其实大部分来源于子女补贴，（政府补助只是杯水车薪），则更加完美了
