如果原文中是指对所有65以上的老人的补助增加20%,那D是否也有可能呢?但是我觉得D不好的一点是elderly R below the poverty level不一定就是elderly above 65。

如果E能够表明elderly的生活来源其实大部分来源于子女补贴,(政府补助只是杯水车薪),则更加完美了
