我觉得，这是个比较困难的题。

看到本题是，我认为本题的答案中应该提到local ordinances 。于是，看到答案C时，我觉得C应该是正确选项。其他选项我基本都没读完。

可答案却是E，真的让我想了很久。不知道自己的思路对不对。请大家一起探讨。

本题要找的是，在什么情况下，会让选民（认为要投票的提议是将其当地的法规推广到全州）产生误解。所谓误解，就是应该支持的却可能投反对票，或相反。
