因为一个bus system cannot use its profit to cover its cost, therefore it's planning to reduce some less profitable routes, and some of them will be eliminated. 然后文章说this reduction will not benefit因为会影响有一些riders who are less accessible to areas without public transport methods. 最终这会导致entire bus system be shut down. 所以文章建议bus system should increase bus fares on all routes so that it can get extra fund to maintian the frequency of bus and quality of bus service to meet most riders' interest.
