The vacant offices, though available for leasing, unfortunately do not meet the requirements for the facilities needed, such as court houses and laboratories. 我看不懂题目的意思，“尽管办公室紧缺，政府仍进行一些大的工程，这些办公室尽管能租到，确不符合要求，因此政府的一些财政浪费是可以被原谅的”这个怎么推出来的呀？还有为什么答案是A？可不可以解释一下啊？谢谢！！！

做题时首先看问题，看完问题读题干的时候，向你上面的这个题，应该能够推出可能的答案的（这个应该说是比较典型的假设题，一定要培养这种感觉！！）

这个题的结论是说，政府没有浪费（或不需要因为....承担罪责）任何的财政支出。而题目说，办公楼的空置率很高，因为这些办公楼不能符合需求，所以，要新建。

答案a取非，原空置的办公楼改建后符合要求且比新建节约成本，那么，政府没有浪费（或不需要因为....承担罪责）任何的财政支出就不成立了。

大概解释了一下，明白意思就好！
